They offer three advantages, firstly they stop an ambitious but slightly skew whiff spinning top from flying across the room, as well as protecting your precious precision top from a nasty gouge or dent in the side as it hits the edge of a glass lens. Secondly, it allows you to level your lens on a not so level surface, allowing you to raise the lens within the band proving both adjustability and bringing the lens off of the surface of the table. Thirdly, the band allows a cushioning and suspension effect, minimising vibration of glass on table and leading to a longer spin time for your chosen top.
